Keith Prince, Conservative London Assembly Member said the new ULEZ expansion will be “unfair” to those struggling financially in the capital. He attacked London Mayor Sadiq Khan for “offering no lifeline” to residents who could not afford to pay the fee.
The new ULEZ expansion will see the charging zone expanded to all roads within the North and South Circular.
It means thousands of vehicles that do not meet Euro 4 petrol or Euro 6 diesel emissions standards will be issued the £12.50 per day fee on top of the existing Congestion Charge.
Mr Prince said: “It’s unfair and a hammer blow to struggling Londoners.
“Sadly, Mr Khan is offering no lifeline to Londoners who can’t afford a new vehicle or his daily charge.
“To make matters worse, thousands of low-income Londoners aren’t even eligible for the mayor’s cars and motorcycle scheme, which only offers grants to those on certain benefits.”
According to TfL, the car and motorcycle scrappage schemes are only open to residents within the 32 London boroughs or the City of London.
Applicants must also receive some form of benefits to be successful.
These included Universal Credit, Disability Living Allowance, Housing Benefit and Jobseeker’s Allowance.

Applicants must have also owned the vehicle they are looking to scrap before 23 October 2019.
Drivers must also have an up-to-date MOT, road tax and must have valid insurance.
However, TfL has warned some benefits “may be affected” if they make a claim under the scrappage scheme.
They said: “The ULEZ Car and Motorcycle scrappage scheme grant payment may be treated as savings for any means-tested benefits you claim.
