Elderly drivers could be \u201clocked out\u201d of one of Britain\u2019s biggest city centres by a new \u201cstealth tax\u201d, according to frustrated local councillors.<\/p>\n
The warning comes after Newcastle City Council started removing cash parking machines for a cashless-only service.<\/p>\n
New changes have already been implemented in some areas with cash payments no longer available in the city\u2019s Eldon Square car park.<\/p>\n
The next area affected is at Eldon Garden multi-storey car park where cash payments will not be allowed from Tuesday, October 17.<\/p>\n
This approach means drivers will have to pay using a bank card or phone app and is is being introduced after a consultation was held earlier this year.<\/p>\n
READ MORE <\/strong> Elderly drivers should consider four things when buying a car, warns expert<\/strong><\/p>\n <\/p>\n However, there are fears the changes could have a disproportionate impact on elderly motorists who may not have access to the internet.<\/p>\n Newcastle Independents councillor Tracey Mitchell has called for the scheme to be delayed as it would have a major effect on many residents.<\/p>\n She explained: \u201cCar park users choosing to use cash should still have the option to do so and failure to provide this option threatens to lock older drivers and low-income households out of the city centre.\u201d<\/p>\n Meanwhile, Leamington ward councillor Jason Smith also raised opposition to the scheme.<\/p>\n He stressed many drivers could be forced to pay a \u201cstealth tax\u201d if they have to use pre-paid debit cards that would charge fees to top-up.<\/p>\n DON’T MISS <\/strong> <\/p>\n We use your sign-up to provide content in ways you’ve consented to and to improve our understanding of you. More info<\/p>\n Newcastle City Council said the changes would make parking \u201cmore efficient\u201d and cost-effective.<\/p>\n Officials admitted that they were aware of concerns around elderly motorists and plan to offer support.<\/p>\n The council revealed that blue badge holders will still park for free across the city’s on-street parking bays.<\/p>\n Meanwhile, any motorists who don\u2019t have bank cards can use pre-paid cards which are \u201cwidely available\u201d.<\/p>\n Councillor Jane Byrne cabinet member for a connected, clean city at Newcastle City Council said they hoped chiefs could \u201creassure\u201d affected locals about the new service.<\/p>\n She said: \u201cMany people already prefer to use cashless payments for parking but others may be less confident about paying by card or by phone.<\/p>\n \u201cWhen we carried out consultation earlier this year we received very useful feedback from organisations including Newcastle Disability Forum and the Elders\u2019 Council.<\/p>\n \u201cThis has helped us to understand any concerns and look at how we can help people adjust to new payment methods.\u201d<\/p>\n
