A motorist so plastered he could not stand told police he thought drink-driving was only a crime if he was doing both at the same time.<\/p>\n
Nasrollah Abdurahman, 64, swigged half-a-bottle of vodka before setting off in his Ford Fiesta believing he was doing nothing wrong.<\/p>\n
Another motorist was so worried after spotting him weaving across the road with no lights on at 10.30pm they started following him and called 999 \u2013 giving a running commentary on his driving. Abdurahman jumped a red light before crashing into a parked car in Leicester.<\/p>\n

He got out of his motor, staggered about, then climbed back into the drivers\u2019 seat and set off again.<\/p>\n
Police caught up with him and tried to pull him over he ignored the sirens and blue flashing lights and kept going at 23mph.<\/p>\n
When he eventually stopped at crossroads one of the chasing officers rushed to the Fiesta and pulled the keys out of the ignition.<\/p>\n
Police said he could hold his head up straight. When they got him out of the car he fell onto the road.<\/p>\n
In the back of the patrol car he ignored requests to blow into a breathalyser and failed to give a proper sample at a police station.<\/p>\n

During an interview Abdurahman, who recently came to the UK from Afghanistan, told police he did not think he was breaking the law because he was not physically drinking and driving at the same time.<\/p>\n
He was fined \u00a3200, ordered to pay \u00a385 costs and an \u00a380 victim surcharge and banned from the road for 20 months by JPs in Leicester after admitting failing to give a specimen.<\/p>\n
His lawyer Rashpal Singh told the court Abdurahman had simply not understood UK law.<\/p>\n
\u201cIt\u2019s unfortunate he didn\u2019t understand what the drink-driving laws were in this country,\u2019\u2019 he said.<\/p>\n
\u201cHe believed that drink-driving meant you were drinking while you were driving. There was certainly a high level of impairment. He had drunk half a bottle of vodka and he hadn\u2019t had alcohol for ages."<\/p>\n
